(1) As an existing Mgnl author, I want to know that the new App Launcher is available to me so that I can see what the new UI can offer me and how I can get it
(2) As an existing Mgnl dev, I want to know that the new App Launcher is available to me, so that I know how to upgrade my current configuration to get the new UI
When the intro dialog is presented:
- If user closes it with the X, then it won't appear anymore
- If user clicks on "Remind later", it will appear on the next login (or admincentral reload)
- If the user clicks on "Start tour", it won't appear anymore
