Empty list of tags should run all refactorings

      When running refactor with an empty list of tags, no refactoring is started. To run all refactorings, tags need to be set to true. This does not work well as null vs. empty list is easily mixed up by various parts of the stack.

      Change the interpretation of tags, such that all refactorings are started for an empty list of tags too.
