README.txt should ignore missing project description

      When a project doesn't have a <description> tag in it's pom.xml, the generated README.txt contains 

      ${project.description}

      ... which isn't very nice

      The README.txt.vm template already has a condition that was added as part of MAGNOLIA-1866, but it doesn't seem to be working (tried with Maven 3.2.3 and 2.2.1, same results)
