Hours not always properly formatted in campaign scheduler

      In campaign edit view, the scheduler tab doesn't always display properly the hours defined, due to wrong formatting when using 0. 

       

      Eg:

      if 09:10 is used and stored as a schedule, when opening the dialog again it shows: 9:1

      00:00 is displaying 0:0
