Resurface: Definitions app filters, minimal layout fixes

      Filters are hidden and unusable in Definitions app. Do minimal layout changes to fix the issue.

      • Bring back the hidden filter fields.
      • Do minimal layout work so that the fields are usable.
      • Move fields below the title text ("Definitions") if there is not enough horizontal space.
