Definitions app filters are not well styled. Apply style and layout from new Resurface design

Acceptance criteria:

• filter toggle goes to the right, next to view modes
• definition filters move to a toggle-able filter box
• checkbox filters are aggregated under a multi-select combo-box
• comboboxes have the light/borderless appearance, separate task MGNLUI-4753
• The filter toolbar is in expanded state by default. The user can collapse the toolbar if they want.
