TLDR:

Options:

1. Use simple en/de sub-nodes, this should be supported naturally by i18n wrappers: 0_en, 0_de
2. Have an intermediate node, call it blocks, blocks_de, etc.
   • Provide a migration task to move all blocks under the default-language blocks node. Provide the task in content-editor module, and use it in stories module. Customers with their own content-editor apps will have to use the task themselves.
   • Fix locale access from templating

Investigate 2 options above and pick one.
