This epic aims to capture the scope of the second iteration of i18n of Stories App. 

With the first iteration CONTEDIT-203, we aim to make i18n of Stories available; whilst with this second iteration, we want to improve how blocks (unstructured content) are structured so that authors can more quickly re-create Stories in other locales.

• The outline remains as is, no changes
• Blocks 
  • ability to copy unstructured content, blocks
  • the action of copy blocks is in the editor - no automated behavior 
  • It's only possible to copy the content of the default language
  • blocks are manually copied (with button in your locale(s)) 
    • dialog warning: are you sure you want to copy content? to mitigate the risk of over-writing existing content
