As an editor, I want to target personalized content to visitor using tags. I want to tag a set of tours with safari and display them to visitors who have shown an interest in safari holidays. I'm OK with targeting content variants to audiences by hand myself. (Phase 1: manual targeting)

As an editor, I want the system to automatically find the right content for my audience. For example, when I define audience as "Cookie Interest has value safari" then display content that is tagged with safari. (Phase 2: automatic targeting)
