User story:

As a template developer, I want to render content items based on tags. I want to be able to turn any template that renders a set of content items today, such as a Tour List, easily into a template that renders the content items based on tags (Tour List by Tag).

Provide me with programmatic help at the templating level that lets me consume content by tags.
