Fix before launch

• Permission issues:
  • Eric the editor cannot add/remove tags and he doesn't get autocompleted suggestions. All editors should have permission to apply tags, remove tags and get autocompleted suggestions for any content item that they have permission to edit. Tags are metadata. MGNLDEMO-233
• Dependencies
  • Remove dependency to personalization. It should be possible to use tagging without personalization modules. (reported by cmeier). CONTTAGS-42

    For instance extract the p13n function from the current module into another submodule of the p13n reactor

• Search
  • Make search case insensitive. If my item is tagged with FOOD I should be able to find it by searching tag:food.
  • Standard non-prefixed search should also return tags. When I search for food I should get tours that mention food but also tours that are tagged with food. I should not have to specifically search with tag:food to find the tagged items. MGNLUI-4291
• UI glitches
  • If the tags-column has been added to a browser subapp, a double-click on the row of a content item - does not work on the section where the tags col. is. MGNLUI-4299
    (It still works on the other sections of a row.)
  • The DEPENDENCIES dialog (from the "Show dependencies" action) has the "CANCEL" + "SAVE CHANGES" buttons. Replace them with just one "CLOSE" button. CONTTAGS-47
  • (ACTIONS) Rename the "Add tags" action to "Edit tags". It was specified as Edit tags in the UX mockup.
  • (DIALOG/Action names) In the "Add tag" and "Rename item" action dialogs remove "MAIN" and add new dialog names; consider renaming two further action names (a conflict between item/tag) CONTTAGS-49
