Cloud cockpit maintenance mode

      In cloud doc, add an explanation of cockpit when in maintenance mode. 

      The cockpit UI will show and icon/banner/message indicating that the subscription package (all environments) is in maintenance/support mode. Will change:

      • Subscription package list
      • Package overview page (all environments affected at the same time)

      Check UI text to review with cloud team.

      Add an entry to the changelog.
