Using the recently fixed 2.9 Snapshot, TDC claim that "the adaptor sends the same file for all languages as our source files are showing.".
Attached are the exports Magnolia is sending (translationQueues...) which clearly show the the different languages.
I have asked the reporter for a contact at TDC with whom we might discuss this.
