We have inherited local-image-recognition module from CORE when we started the addons stream, I've currently tried to make it run but couldn't manage. I believe there are some dependency problems but it might more severe than that. We have it more it work again but perhaps even inherite IMGREC modules as well from core since we will soon start with image recognition on the cloud as well as a better local solution.
