Remove some unmaintained languages (fi, id, no, pt, pt_BR, ru, sv, tr, sk, sq)

After some cleaning up of empty/duplicate files we realized that we have very few translations for the following languages:

• lang-fi, id, no, pt, pt_BR, ru, sv, tr: 2 properties files
• lang-sk, sq: one single properties file

Also, most of those translations are probably obsolete. The idea is:

• bump lang to a new major (allowing people who may depend on these languages to keep using them)
• remove the languages
