Step to reproduce

 Case1:

• Create LC for PageA => now we have PageA0 (slave)

• Disable update from master for PageA0

• Add page variant for PageA (master)

• Push master content changes from PageA (master)
  => Page variant will be created in PageA0 although disable update => this is a bug

 Case2:

• Create LC for PageA => now we have PageA0 (slave)
• Edit PageA0, select one component (CompA0) and then disable update from master
• Edit PageA (master) => select one component (compA) and then add component variant
• Push master content changes from PageA (master)
  => Page variant component will be created in PageA0 although disable update => this is a bug
