Propagation on variants failed

If you add variants to the system the propagation works not as expected

Steps to reproduce:

1. Go to http://ec2-52-28-145-169.eu-central-1.compute.amazonaws.com/.magnolia/admincentral#app:pages:browser;/slave1/Service/Claim-service:treeview:
2. Add a page variant with a new text image component which doesn't exist on the original page
3. Go to the corresponding page in the master tree and add another component into the original version
4. Propagate this original to the slave tree.

Expected result:
Adds the component to the origin page.

Actual result:
It will add the component twice in the variant which is wrong.
