FCK Editor Fields Mangle Links to Anchors Within Same Page

      Steps to recreate problem:

      1. Create a new Editor paragraph
      2. Create a link to an anchor within the page (e.g. href="#bottom")
      3. Save the paragraph form
      4. Edit the paragraph

      Expected behavior: the href would remain unchanged

      Actual behavior: the href is altered to point to the page URL without the anchor on the end.

      I've created a fix for this problem, and will include the patch in a moment.
