Ensure default encoding for JSPs is always set to UTF-8 even when not declared explicitely.

      Some containers (like Weblogic) use this value to set encoding for JSP compiler before opening the jsp file and if the value is not set they might default to some other value, causing later display problems with national characters written in the files themselves.
