Import/Export page should check path and ImportPage if the file is selected

      1. It's confusing when Import/Export page show unauthorized message even if the path doesn't exists.
        See attached screenshot.
      2. When user have permissions but the path doesn't exist, PNFE is thrown and logged, but the page shows nothing.
      3. When file is not selected in ImportPage, NPE is thrown, but the page shows nothing.
