Finish introduction of new I18n and deprecate old mechanism
while still allowing people to use their old resource bundles to minimise pain of migration.

In particular:

• support new i18n mechanism in freemarker while keeping compatibility with the old one.
• Mechanism so that an extending configuration can conveniently use the language keys of the original. (dialog or app are key use cases.)
