Create log messages when FileSystemResource(s) are reloaded

A developer expects and wants a notification when the system has accepted or processed changes to FileSystemResource s.

Upon any update (addition, deletion, modification) to any Resource from either ClasspathResourceOrigin or FileSystemResourceOrigin, we currently do not get any log messages. Due to changes from MAGNOLIA-6501, we have exposed events from ClasspathScanner hence, logging in the regard, is indeed tackled as part of that issue. However, for the FileSystemResource s, there is still need of logging.
