As a developer, I want to provide a command which uses a REST Client using configuration alone, so that I don't have to configure the same REST config in multiple places.

Acceptance Criteria:

• Command can specify the REST Client to use via configuration and light development.
• An action can execute a REST request (using a command)
• A scheduled task can execute a REST request (using a command)
