Implement JUnit 5 extension for replacing ModuleVersionHandlerTestCase

This extension should support setting up tests for module version handlers. It should allow for:

• setting the module descriptor path,
• adding extra workspaces,
• adding extra node type,
• adding "phantom modules" that act like they are installed,
• register module definitions.
