When deploying multiple sites and having different sites in different subtrees, the changes to the content are localized to this subtree, therefore it is unnecessarily heavy to flush the whole cache when changes affect only the subtree into which content is being activated.
Either new policy that would allow that should be created or existing policies should allow such configuration.
