The default cache configuration does not allow to serve pages from the browser cache due to this configuration:

• /modules/cache/config/contentCaching/defaultPageCache/browserCachePolicy/policies/dontCachePages

I dont see a reason for that and suggest to remove it from the default configuration so that the browser can serve the html page from his local cache.
