CLONE -Freemarker error being shown for declined items in the inbox

      When the edit workitem dialog box is opened for an item in the inbox a free marker error is being shown within the pop-up.

      Its believed that the Moderator is attempting to moderate content that has been removed from the system.

      The fix that we're after is for there to be an error message handling this, rather than the user being shown a freemarker error.

      Steps to reproduce:

      • create new page
      • send for activation
      • delete the page
      • try to open edit workitem dialog
