Publish incl. subnodes action is missing after upgrade from 5.0.4 to 5.2.1

Description

A fresh installation of DAM 1.2.1 contains the "Publish incl. subnodes" action. Same is true for a 4.5 installation being upgraded to 5.2.1. But when upgrading a 5.0.4 to 5.2.1 this action entry is missing.

Caution: won't work whith a broken 5.2.1 installation. Fixes have to go into version handling of 5.2.2!
