Partial fix attached.
The attachment, dam.subApps.jcrBrowser.yaml, should be placed inside a light module in the decorations directory, nested under subdirectories: dam-app-core/apps

It restores the downloadAsset action using a deprecated class: https://git.magnolia-cms.com/projects/PLATFORM/repos/ui.pub/browse/magnolia-ui-framework-compatibility/src/main/java/info/magnolia/ui/framework/action/DownloadBinaryActionDefinition.java

Side effect: It moves the export and download actions to the top of the action bar.
Side effect: It requires an i18n label. A default can be added by adding a label property to the action. ie "label: a-default-value"
