DMS: Can't Create new Document when using ROOT webapp

    Description

      When the Magnolia WAR is delpoyed normally, creating documents in DMS works fine.

      When one changes the webapp name to ROOT, however, clicking the New Document button results in an error:

      This appears to be caused by an incorrect URL for the New Document dialog.
