The version of IZPack we currently use (3.9.0 + patches) does not let us have clickable URLs in the welcome and readme panels. We could probably write custom panels, but that version's codebase isn't exactly the most flexible. Once we've upgraded to 4.2.1, it might be a little easier, or even come built-in, to be investigated.
