In the personas-app the action 'Restore prevision version' is available even if an item has no version history. This differs from other apps (e.g. segments, pages). I suggest we align persons-app and make that action not available for such cases.

Steps to reproduce

• In the NEW personas app delete a persona
• Export the deleted persona
• Import it again into a new folder
• Restore previous version is now accessible in the action bar even though the imported persona has no version history
