Exception when scrolling empty set of personae

      Attempting to scroll through the persona in the Preview app throws an exception when there are no personae configured.

      Steps to reproduce:

      • Open Personas app and ensure there are no items configured
      • Open Preview as app and attempt to scroll with the right-facing arrow icon

      Expected results:

      • Nothing, as seen when clicking the left-acing arrow

      Actual results:

      • The red arrow bar is shown with the error Index 0 out of bounds for length 0
