Webapp doesn't start as PUR depends on the old security app.

Add security-app-compatibility to the webapp

Development notes

The dependency is probably there only to bootstrap a public subapp to the security app.
We can make this bootstrap conditional (no need for a new major version)
The new app doesn't need any extra config (displays users from all realms).
MGNLUI-6247 must precede removing old security app from bundles because SystemLanguagesField is still used in ui-admincentral
