Due to the fact that mgnl:content type is used for content created in resources workspace, non of the content can be versioned as this type (in difference to mgnl:contentNode) doesn't define mix:versionable.
The current side effects of this issue are:

• use of versioning&workflow for activation is not supported for resources
• checkout operation in WEBDAV ends up with 405 Method Not Allowed
