Disable actions for viewing and editing binary resource files.

Currently - when an item of a binary resources is selected - action "Edit resource" can be launched, which just the binary resource, which doesn't make sense at all.
This action must be disabled.

Actually, the same is true for the action "Preview". This action also could be disabled.
If we do NOT disable it, the action must be kind of "clever" rather showing an image preview then the binary source.
But this must be decided whether that's required or not.
