create me menu point

      1. We have to add an extra main menu point for the two menu points (layout and templates):
      2. rename Templates into Template
      3. move the config menu points for templates, paragraphs, dialogs to that menu point and name them Template Def., Paragraph Def., Dialog Def
      4. Use a custom tree for these (so that you just see the relevant config part)
