Rename "Site Configuration" menu to "Site Definitions"

      Rename the "Site Configuration" menu item in Community Edition to "Site Definitions" to be in sync with Enterprise Edition. They are essentially the same thing and should be named the same way. In CE you can have only one site definition while EE allows many, but that doesn't justify renaming the menu completely different.

      The mixed names confuse users:
