Template availability: FormStep template should be available only under Form template

      When creating a FormStep page directly under a section generates the following stackTrace
      in the server log, but no Messages/Traces in the UI.

      Exception is correct (We are only allowed to create a form step under a form.)
      Correct Message should be displayed to enduser.
      Editing should be available.
