Test Framework has been extracted (~~MGNLCE-208~~) but self-tests don't run on that project yet (no webapp/image provisioned yet), they were kept active in CE as a temporary measure.

Consider writing a custom CI pipeline providing a DX Core webapp to execute self-tests on.
