In the context of MGNLTEST-356 we will switch feature toggles such as Norsu instead of JCR for Pages. However, changing the toggle isn't enough, we also should adapt configuration (definition? properties?), restart applications, ping subscription APIs?! We should certainly not have to reboot the instance.
