Actionbar hides actions instead of showing scrollbars

      If the browser window gets small then actions in the actionbar that do not fit are clipped away totally. One would expect that scrollbars should appear. Other observed effect is that preview view of actionbar shadows actions under it making them inaccessible.

      Note this one has been postponed a bit as its likely the actionbar will be re-written.
