i18n: remove hardcoded string from bootstrap for sec.-app. ACL-todo-txt.
Add the text into the bundle of the security-app magnolia_ui/security-app/src/main/resources/mgnl-i18n/app-security-messages_en.properties

Note - the keys already exist in the property bundle, they just need the values set:

security-app.role.acls.static1.label=Access control is using access control lists (ACLs) to control access to nodes inside a workspace.
security-app.role.acls.static2.label=You may specify any number and combination of ACLs: it's always the best-matching ACL that is applied. ACLs are executed in no particular order.
