      MGNLUI-1123 introduce availability of add folder (mgnl:content) into mgnl:contentnode, but it's wrong see MAGNOLIA-5474. MGNLUI-1123 can't be simply rollback because we don't specified availability rules by code anymore. We need to add new availability rule in to Configuration:/modules/ui-admincentral/apps/configuration/subApps/browser/actions/addFolder/availability.
