Since we've fixed MGNLUI-2295 (no more than 9 apps per app group), we can re-arrange some of the existing apps and move them to groups, which makes more sense.
I suggest to:
- move from Dev to Tools:
- "Backup"
- "Activation tools" (App should use the "Publish" icon, but I guess this is done later, together with the merging of the two "Activation" tools)
- "Activation monitor"
- maybe: "Repository tools". Is this a tool regular admins would use? Plz discuss.
- move from Tools to Dev:
- "Config info"
- rearrange apps in Tools:
- "JCR", "Log viewer", "Permissions", "Activation tools", "Cache tools", "Mail tools", "Repository tools", "About Magnolia"
- (continuing on new line) "Backup", "Export", "Import", "Activation monitor"
- rearrange apps in Dev:
- "Messages", "JCR queries", "Groovy", "Dev tools", "Sample", "Config info"
I've tried to find an order that makes sense, with more important apps covering the special places like beginning and end of a line, but it remains a bit arbitrary. We could also decide to just use special places for "JCR" and "About", which are often used, then order the rest alphabetically, i.e.
For Tools:

- "JCR", "Activation tools", "Cache tools", "Log viewer", "Mail tools", "Permissions", "Repository tools", "About Magnolia" (I'd leave the second line to show "Backup" and "Config info" in special places)
For Dev:

- "Messages", "Dev tools", "Groovy", "JCR queries", "Sample", "Config info"
