i18n: As an editor I switch the language only once in order to provide contents

      Description

      At PageEditor if you switch to other than default language for a page, you're forced to switch the language at each and every area/component's dialog again. This is quite uncomfortable and error prone. In order to improve the user experience it'd be good to restore the 5.0- behaviour where any dialogs reflected the current language.
