Shorthand action "New Content Component +" from within PagesEditor should also respect ActionAvailability

      MGNLUI-2931 introduced better action availability for component actions in the action bar of the pageseditor. However, the shorthand actions within the pages editor (e.g. clicking on component placeholder) do not take these action availabilities into account.
