URI fragment, views and actionbar should always be in sync

      Currently it is very easy to end up in an inconsistent state where i.e. what one sees selected in the tree view does not match the path shown by the URI fragment, or where actions are incorrectly enabled/disabled based on the currently selected item.

        Acceptance criteria

          1.
          		 Unselecting an item should restore the selected item id to its default value Sub-task Closed Samuli Penttilä
          2.
          		 Workbench views should synchronize selection Sub-task Closed Unassigned
