When there are many actions in an Action bar, we're showing a scrollbar as last resort in order to make sure it still works.... somehow. That somehow is a solution for the expanded Action bar, but less so for a collapsed bar.

We should develop an alternative. Suggested solutions have been so far:

• not showing any scrollbar, but arrows or a line instead, hinting that more actions are above or below a fold
• showing a significantly smaller scrollbar
