Fallback language is incorrectly used instead of user language after changing system fallback language

      After change of language in /server/i18n/system@fallbackLanguage some fields, titles, labels, etc. are displayed incorrectly translation in fallback language instead of user language. I tried to reproduced it few times and every time error occurred on different place.

      Example:
      User language: English
      /server/i18n/system@fallbackLanguage: changed from English to Germany

      Workaround:
      Restarting the server
